Manager, Strategic Sourcing and Procurement

A permanent full time opportunity, reporting to the Director of Corporate Services, the Program Manager, Strategic Sourcing and Procurement is responsible for the management of COG’s procurement program, the procurement of goods and services, overall supply chain management and oversight per applicable COG governance.  The successful candidate will have a strong desire to make a contribution to the CANDU industry and to improve the efficiency and cost-effectiveness of COG’s business by supporting procurement and supply chain management processes that  optimize value on behalf of the membership. 

General Accountability:

  • Identify/recommend and draft improvements to COG procurement governance and business processes;
  • Assist COG Lines of Business as required in the identification, qualification and selection of suppliers including the conduct of the competitive tendering processes;
  • Review content of COG requests for proposals for conformance to governance and procurement best practices;
  • Prepare purchase orders to meet COG Line of Business and Corporate Units requirements for acquisition of goods and services per applicable governance;
  • Work closely with COG with the management of purchase contracts including all aspects of the supplier relationship;
  • Review/recommend acceptance of purchase orders issued to COG by Members for program/project funding shares;
  • Manage COG’s vendor feedback and scorecarding process;
  • Identify/recommend improvements to the COG’s procurement management information systems;
  • Perform other duties as required.

Required Knowledge, Experience and Qualifications

  • 4-year University degree or equivalent
  • Certification in Purchasing Management (APICS, SCMA) beneficial
  • A broad background in CANDU Nuclear industry including experience in procurement of nuclear and non-nuclear components, equipment and services typically obtained by 10+ years’ experience in Nuclear Power Plant supply chain with a minimum of 2 years in a leadership role;
  • Knowledge of quality standards, contract structures and commercial terms and conditions typically applied to the purchasing of  nuclear and non-nuclear components, equipment and services;
  • Strong IT skills with the ability to learn the COG IT toolset necessary to complete the work. Experience with Microsoft Dynamics or Changepoint PSA, and experience with integrating systems between companies (i.e. purchasers and suppliers) and/or electronic data interchange is desirable.
