Our Utility client, located in Toronto, ON, seeks a Contract Administrator for a 6 month contract role, beginning immediately(high chance of extension). 

Accountable for the day-to-day field execution of an outsourced portfolio of the organization’s Streetlighting work program. This includes providing technical and administrative guidance and management to the selected vendor during the pre-construction and construction stages of the projects, monitoring the on time and on cost completion of assigned work programs to ensure the work meets the distribution system requirements and is constructed with a high degree of safety and reliability. Requires lot of field work to travel around Toronto City(GTA).

What you will be doing…

  • Provides day-to-day iterative guidance and support to assigned contractor vendor(s) to ensure the work package viability (cost, customer, assets function, reliability, safety, environment) and timely cost-effective work completion.
  • Manages and mitigates day-to-day construction issues in the field, including:  oversight of legal compliance, materials issues, quality issues, environment, health and safety concerns, and customer complaints.
  • Manages the day-to-day field contract administration of all reactive and corrective street lighting work orders issued by the project execution team, including compliance to service level KPI’s.
  • Facilitate monthly short-interval-control (SIC) meetings with vendor Contract Administrators and Client's Street Lighting management to review program status, safety, and compliance KPI’s
  • Regularly ensures all contractor staff comply with training requirements and conducts monthly safety inspections on contractor vendor firm field staff.
  • Conducts root-causes analysis and investigations, identifies non-conformances, taking steps and actions to document, resolve and close gaps. 
  • Acts as a liaison with system operations to mitigate issues with hold-offs and work requests.
  • Reviews assigned projects and scope packages and conducts project site visits to ensure material is current and relevant, and verifies approach and constructability. 
  • Consults with the Supervisor, Project Execution (Design) to provide advice, consultation and support on the constructability of the work package, offering advice/changes to support improvements to safety or reliability during the construction phase. 
  • Attends pre-construction and ongoing regular construction meetings with assigned vendor. 
  • Leads monthly safety and operations meetings with assigned contractor vendor firm(s) and provides content on safety topics and delivers any required environment, health and safety and/or quality bulletins and any standard design practice changes, process and procedure changes and operational updates.
  • Supports Supervisor, Project Execution with recurring billing sessions to review and ensure all contractor work adheres to standards/guidelines.
  • Reviews all requests for system access by contractor vendor staff; ensures pre-qualification of contractors are met. 
  • Coordinates external resource support, should the situation warrant, including engaging with the firms, rostering of crews, processing time sheets and managing materials availability.
  • Acts as a single point of contact to contractor vendor firm(s) during escalated emergencies.

Our utilities and power client, located in the heart of Toronto, seeks a Manager, Cyber Security & IT Risk for their growing team, beginning as soon as possible. KEY RESPONSIBILITIES:                  

  • Manages, develops, implements and monitors plans to support IT cyber security and security architecture services and associated roadmap.  Proactively identifies problems and opportunities for improvement of IT cyber security services and systems, including security architecture advancement, service level improvement, cost efficiency and customer demand management.  Proactively collaborates on and contributes to the creation of the IT Cyber Security roadmap.
  • Acts as Subject Matter Expert (SME) on security and security architecture related issues. Provides leadership for routine or adhoc internal or external Security Audits.
  • Manages and directs the development of security framework, protocols and standard operating procedures for alignment with external standards (e.g. NIST, C2M2, Privacy by design etc.).
  • Manages and coaches a team to deliver timely service to internal and external clients (safety, performance and development, attendance) to support organizational cyber Security goals and objectives. 
  • Leads the team of security consultants who support organizational need for confidential assessment and other work of confidential nature.
  • Develops and implements security compliance management system and program conformance and associated reporting.  Ensures governance and policy is parlayed in all aspects of enterprise security and design architecture at the Client.  Incumbent uses thorough understanding of privacy legislation and regulation to develop procedures, standards and guidelines for the organization, including audit criteria and guidelines, compliance and certification requirements, risk analysis and assessment procedures and protocols and cyber security policies.
  • Provides input into the organization’s cyber security strategy.  Continuously improves organizational, divisional and departmental systems, processes and procedures to reduce/minimize cyber security risks.
  • Establishes formal structures for proactive assessment of cyber security risk and business needs; provides recommendations and actionable guidance to organizational stakeholders to enhance policy conformance; support availability, integrity and confidentiality of the organization’s services, information, and other assets. Acts as the primary point of contact for follow-up/mitigation in the event of cyber security breach.
  • Researches and identifies industry trends related to security and enterprise architecture leveraging ideas to improve or better align IT systems and services. Leads proof-of-concept for security solutions and establishes guidelines and frameworks to keep security solutions aligned to the latest standards.
     

REQUIREMENTS:     

  • Undergraduate degree in business, computer science or engineering.         
  • Master’s level degree in related field or one or more relevant certifications (CISSP; CISA; CISM; CRISC; ISO27000 audit; ITIL)
  • Ten (10) or more years’ experience in Information Technology 
  • Demonstrated experience in management and improvement of: IT security technologies and process, Data Centre facilities operation and control, Telecommunications and Call Centre infrastructure, Storage/Computer architecture. Experience in building, designing, or supporting security policies and processes.
  • Five (5) years’ progressive project/supervisory leadership experience
  • Internal/external consulting (preferred)
  • Thorough knowledge and practical experience with security methodologies, standards and best practices (ISO/IEC 27000 – family information standards, ITIL, eTOM, COBIT, and other security-related best practices are an asset)
  • Ability to apply standards in a reasonable, actionable, and understandable set of policies aligned to corporate and IT governance.

Our client, one of the largest energy suppliers in Canada has an immediate need for a Contaminated Site Specialist, an Environmental Professional who will be applying theoretical and practical knowledge to provide environmental management services to successfully complete client projects of medium to high complexity safely, with quality, within budget, and on time.

Experience and Role Accountabilities

  • A minimum ten (10) years of environmental or natural resource management work experience.
  • Develop environmental work plans using combinations of and modifications to standard procedures and methods including interpreting project specifications and investigating environmental risk in design and the field to support client’s environmental management objectives.

General Description

This engineer will provide project support for various NERC standard projects.

Experience and Role Accountabilities

  • A minimum eight (8) years of experience in a relevant engineering field or equivalent.
  • Develop safe engineering solutions by using initiative and judgement to perform tasks including developing designs, analyzing and resolving problems, and interpreting engineering specifications on medium complexity and scope assignments for client projects and operations.

  • Participate in client’s engineering practice by conducting independent studies and analysis, contributing to the development of technical standards, exercising judgment in selecting and interpreting information, recommending safe engineering designs, and making decisions related to methods and designs as well as providing guidance and advice to other engineering professionals to develop future capability at client.
  • Deliver exceptional customer service by communicating with stakeholders and performing activities such as defining the scope of engineering/geoscience services to be provided, establishing the basic design criteria with the client, approving all related technical documentation, and assessing and reporting on work progress against standards, objectives, and specifications to support completion of projects safely, with quality, within budget and on time.

Additional Experience and Responsibilities:

  • This role requires experience with the design of Generation protection and control systems in electrical utility Generating stations.
  • The work is focused on the protection and control systems related to generating units and associated auxiliary equipment.
  • Prepare project documentation and deliverables in accordance with client project and Engineering Design Practices (i.e. evaluation reports, specifications, proposals, estimates, design basis', calculations, hazard logs, test plans).
  • Prepare design work packages including scope, duration, and level of effort estimates.
  • Prepare signed/sealed engineering deliverables as a Professional of Record (PoR) in accordance with EGBC and client Design Practices.
  • Provide technical assistance and construction support in the field and undertake field reviews as required by EGBC.
  • Prepare detailed designs and documentation for protection and control systems in substations with operating voltages from 12 kV to 500 kV in accordance with client and industry standards and practices.
  • Prepare detailed design packages (equipment layouts, single line diagrams, ac/dc schematics diagrams, cable schedules, wiring diagrams, material lists, external connections) required to install or modify equipment, including interfacing to the existing station systems, ready to issue and archive in the client Drawing file system.

Must Haves

  • Registered Professional Engineer (P.Eng.) or Professional Geoscientist (P.Geo.) with Engineers & Geoscientists BC or with another jurisdiction and eligible for registration as such with Engineers & Geoscientists BC.
  • Intermediate English skills for professional environment, written and spoken.
  • Familiarity with CAD systems and drawing standards.
  • Ability to use standard industry design/analysis software.
  • Intermediate MS Office skills (Word, Excel, and PowerPoint).

  • P.Eng. is preferred,

How you will bring value…

In this role, you will be involved with developing and maintaining an OT cyber security program, reviewing and developing system architecture designs to support control and SCADA system communications, and providing ICS engineering technical support to Operations, Maintenance and Construction groups.

What you will be doing…

  • Prepare technical solutions to resolve highly complex and diverse ICS tasks across the Capital Power fleet. 
  • Maintain and optimize PI historian data, including system administration, graphic development, AF framework development and performance equation analytics.

What you will need to succeed…

  • Engineering Degree in Computer, Process Control or Electrical Engineering is preferred.
  • Professional Engineering or Professional Licensee status in Canada.
  • Other educational backgrounds will be considered depending on experience.
  • Minimum 7 years of experience in practicing engineering including a minimum of 2 years of networking and cyber security experience with industrial control systems.
  • Advanced knowledge of Operational Technology, SCADA and ICS Cyber Security best practices.
  • OSI PI historian, SQL and data analytics.
  • Understanding of industrial communication protocols such as MODBUS, ICCP, DNP3, OPC.
  • Experience with control systems (PLC, DCS, SCADA, RTU) troubleshooting, upgrades, lifecycle management and interfacing with different vendors.
  • Familiarity with NIST, NERC CIP and other standards related to cyber security and ICS design.
  • Solid understanding of codes and standards related to controls and industrial networks design.
  • Experience with Virtual Machines and server configuration.
  • Experience with Windows server and client OS administration, patching and AntiVirus software.
  • Experience or familiarity with CMMS such as Maximo.
  • Must be able to work alone or as a part of a team.
