ICS IT Business Analyst

Our public sector client is looking for an experienced ICS IT Business Analyst located in Victoria or Vancouver British Columbia. This is a 12 month contract.

What you will be doing…

  • Assist with development of current solution architecture.
  • Assist with development of solution abstracts.
  • Assist with development of business process architecture.
  • Assist with development of conceptual data models.
  • Develop and/or update business process diagrams.
  • Assist with development of environmental scans and gap analyses.
  • Assist with development of Privacy Impact Assessments (PIA).
  • Participate in preliminary technical analysis.
  • Develop detailed business requirements and process diagrams.
  • Develop Responsibility Assignment (RACI) models.
  • Conduct stakeholder analysis.
  • Conduct or participate in workshops and requirements gathering sessions.
  • Analysis and documentation of requirements for user interface gap analysis and design.
  • Liaise with the working group to determine requirements and document as required according to the Information Management Branch (IMB) SDLC or Agile deliverables or other methodology as required.
  • Liaise with a COTS Contractor on changes to a COTS solution.
  • Assist with the Ministry and OCIO standard privacy and security process and policies. 
  • Ensure privacy and security deliverables include business specific details.
  • Assist with facilitating working group sessions, discussions, tracking and documentation.
  • Assist with development of Security and Threat Risk Assessments (STRA)
  • Assist with development of Deployment Plan documentation.
  • Conduct or participate in workshops and requirements gathering sessions.
  • Participate in Data Migration Plan development and execution.
  • Assist with transition plans.
  • Develop test strategies.
  • Develop test plans.
  • Develop test cases and lead execution.
  • Develop user acceptance testing, toolkit and oversight.
  • Develop training toolkit.
  • Develop end user training.
  • Participate in Terms of Acceptance documentation.
  • Conduct and document interviews.
  • Assist with project planning.
  • Participate in Project Close Out activities such as documenting Lessons Learned.

What you will need to succeed…

Must Haves

  • Sound working knowledge of business analysis principles and methodologies (BPM, Agile, SDLC, for example).
  • Ability to lead multi-discipline teams in business transformation initiatives to align business systems with new business processes, using application portfolio management techniques, and have provided and followed a plan to transfer the business from the “as is” structure to the “to be” structure
  • Knowledge of business process re-engineering.
  • Knowledge of change management.
  • Identify, define, model and document business needs, including the ability to model and document technical solutions
  • Experience in the development of testing, verification and training documentation & materials.
  • Manage the quality of the delivered business solution to ensure it meets the quality expectations and is in compliance with applicable standards.
  • Experience interacting with stakeholders, vendors, professionals and various levels of employees in a government setting.
  • Promotes innovation to improve project success and performance by doing or promoting new ways of doing things.
  • The Consultant should have experience delivering at least two IM/IT projects within the past eight years that clearly demonstrate experience in all of the below listed skill sets. It is not required that each project demonstrate all of the skills required, but that across the projects provided in the submission, the experience below is met:
    • Three years of experience identifying, defining, modelling and documenting business needs, including modelling and documenting technical solutions.
    • Three years of experience interacting professionally with a wide variety of people in diverse roles (e.g., executives, contractors, technical experts, naive users) to develop and implement automated business processes, and at least one of: service agreements with service consumers and suppliers, appropriate service management processes, training/education materials and application maintenance support.
    • Three years of experience managing the quality of the delivered business solution to ensure it meets quality expectations.
    • Two years of experience leading multi-discipline or single discipline teams in a business initiative to design and align new business systems with business processes.
    • Two years of experience reporting to senior managers.
    • Two years of experience managing effective communications with project stakeholders at all levels from diverse business units.
    • Diploma or degree in a related business or computer science field.

Nice to Haves

  • Experience with Industrial Control System (ICS) technologies, including Autonomous Control and Supervisory Control and Data Acquisition.
  • Experience with Industrial Cyber Security controls and best practices.
  • Experience leading blended project teams comprised of IM/IT, Engineering, and Field Technician team members.
  • Experience with leading blended project teams through deployment planning and execution activities for all ICS components including software, network, and industrial field device components.
  • Experience leading business areas and technical resources through ICS System Acceptance Testing, User Acceptance Testing, and Live Cut-overs.
  • Experience facilitating and documenting testing and deployment activities.
  • Certifications in the following:
    • International Institute of Business Analysis (IIBA)- Certified Business Analysis Professional (CBAP).
    • Lean Six Sigma (Green or Black Belt).

Head of IT

Our transportation client, located in Mississauga, ON, seeks a new Head of IT on a 12-18 month term assignment beginning immediately. 

This position exists as a result of an acquisition and ongoing merger of companies. 

The Head of IT has ownership for the iteration and execution of the IT strategy, ensuring it aligns with the IT and business strategy for the wider Parent company, and delivery of all information and technology capabilities required to achieve business goals.  As a member of the local leadership team, the Head of IT participates in and contributes to overall business strategy and operations in conjunction with all business functions. The Head of IT brings a current knowledge and future vision of leveraging information and technology, with focus on execution of strategic application and infrastructure projects.

Essential Functions / Responsibilities  

  • In support of local and global business and IT strategy, determines the local operating model for information and technology to foster business-oriented and digital-ready culture, mindsets and practices
  • Contributes actively to enterprise strategy and business capability strategic planning. Leads the development of the local IT strategic plan and roadmap. Ensures integration with the global strategic planning process, and the resulting business strategy and plans
  • Establishes active relationships with senior executives and members of their teams
  • Ensures IT capabilities are delivered reliably, sustainably, cost effectively and securely. Ensures the IT contributions are delivered with agility based on changing business objectives, goals and strategies
  • Directs the IT operating model, organizational structure, and governance process. Uses influencing and negotiation skills to identify and execute synergies across the enterprise to enable cost-effective and innovative shared solutions in achievement of business goals
  • Provides strategic direction and oversight for the design, development, operation and support of IT systems and programs that fulfill the needs of the business, including architecture management, application management, security and risk management, and infrastructure and operations support management
  • Develops and controls annual operating and capital expenditure budget for IT to ensure the investment in technologies is consistent with the enterprise’s overall strategic objectives and is within plan
  • Enhances IT’s capabilities by leveraging a multitude of resources, both internally and externally, including oversight of strategic vendor and partner relationship management
  • Partners with HR to continually look for leading-edge and innovative solutions for the recruitment, development and retention of the IT workforce
  • Develops and maintains an IT workforce with the appropriate mix of business knowledge, technical skills and competencies. Balances the need for growing the agility required to achieve business objectives, with ensuring the core IT functions are reliable, stable and efficient
  • Provides leadership, coaching and direction to the IT leadership team and staff
  • Directs key strategic projects and workstreams, including appropriate allocation of resources to achieve project goals
  • Lead business initiatives and project teams focused on achieving operational excellence to drive growth, including gap analysis and development activities relating to the integration of acquired businesses
  • Ensure appropriate processes and resources are in place to maintain the Product Backlog(s), prioritizing and sequencing the Backlog according to business value or ROI
  • Build, develop and maintain appropriate processes and procedures, including process metrics, and drive continuous improvement against key metrics
  • Ensure that operational processes are documented and maintained in the context of their application within IT systems 
  • Roll out of new IT systems and processes across the organization, following up with end users to ensure correct use of systems
  • Ensure a high-quality support service is delivered, including effective incident, problem, release and change management 
  • Communicate status externally using agreed and appropriate tools, managing and informing key stakeholders

Qualifications/Requirements

Essential Skills

  • 15 years or more of experience in either business areas or within IT
  • 5+ years of IT leadership responsibilities, with proven experience in business applications, infrastructure and telecoms
  • Experience in complex, multi-national environments with multiple stakeholders 
  • Demonstrated experience in strategy execution through project and program delivery
  • Proven experience or demonstrated capability in leading large, complex and/or transformatlve initiatives in dynamic environments
  • Ability to work in a challenging and fast paced environment, leveraging current knowledge and demonstrating strong problem-solving skills
  • Excellent organisation, problem solving, communication, prioritization and facilitation skills
  • A strong people focus with the ability to lead, develop and motivate a team of circa 12 people across multiple locations
  • Exposure and proven ability to negotiate, present and communicate with senior business leaders
  • Strong budget planning and financial management knowledge
  • Ability to work collaboratively and constructively with other functions, particularly in a transformational environment
  • Able to work in challenging circumstances, e.g. turnaround
