Position: GIS Technician

Location: Sunset Hills, Missouri

Duration: 12 Months Contract (possible extension)

Job Description:

  • Provide QA/QC support for primary realignment and conversion activities.
  • Research resolution of Problem Action Resolution (PARs) resulting from primary realignment and conversion activities.
  • Participate in projects to develop and improve the client’s GIS system model and related applications.
  • Using GIS Software, post as-built changes required due to construction projects, Maintain and update landbase (e.g., subdivisions, municipal annexations, roads, etc) and Coordinate resolution of error reports including TLM, OAS and ADMS.
  • Check finished mapping and detailed drawings for quality, accuracy, and adherence to standards.

Qualifications:

  • Associates Degree from an accredited college or university in a technical field is required, preferably in Computer-Aided Design or Engineering Technology. Bachelor’s Degree from an accredited college or university preferred.
  • Proficiency with GIS, Microstation, Auto CAD, or other CAD-related software preferred.
  • One or more years of experience in designing, analyzing, or interpreting construction drawings preferred.
  • Experience in utility design, construction, or supervision including distribution line, surveying, and estimating with knowledge of utility standards, procedures, and distribution systems preferred.

Education:

  • Associates Degree is required.

Job Description:

Key responsibilities include:

  • Works in a multi-project environment to produce integrated schedules with Contractor schedules.
  • Develops and maintains detailed, network-driven, resource-loaded, baselined schedules using scheduling software.
  • Resource level the schedules in accordance with resource availability and location specific job responsibilities.
  • Performs horizontal and vertical reviews with project team members to ensure completeness in schedule development and to obtain stakeholder buy-in.
  • Meets with various project stakeholders to develop their schedules.
  • This could include interactions with Senior Leaders, Outage Managers, Project Managers (PMs), Project Engineers, Construction Supervisors, and other stakeholders who perform activities in the schedule.
  • Works with project engineers and PMs to develop schedules for large scale projects under corporate oversight that must comply with gate approval requirements and timeline deadlines.
  • Works directly with the PM to develop performance metrics and provide reports as required.
  • Provides schedule information to key stakeholders (e.g., the Business Performance Specialist, Outage Manager) in a format that allows them to align the forecast dollars in accordance with the schedule. Provides cost analysis support and reporting for the project including providing contractor billing guidance and providing assistance in monthly cash flow reforecasting.
  • Performs and/or reviews updates, schedules projects, and performs analysis of critical path, baseline variance, and key performance metrics.
  • Determines schedule impacts, provides guidance to stakeholders on how to resolve criticality, and communicates impacts timely to the appropriate stakeholders.
  • Develops process improvement initiatives and scheduling methodologies for the Department.
  • Creates baselines and analyzes change requests and implements into the baseline plan if approved. Monitors and enforces standards, policies and procedures established by the business line

Qualifications:

  • Bachelor’s Degree in Engineering or in a Business or Construction-related discipline (e.g., Business Management, Construction Management, Finance, Accounting, Information Systems) is required.
  • A minimum of five years of relevant experience (e.g., project controls, project management, or specific business segments projects, operations, maintenance, planning) is required.
  • Proficiency with Primavera, Microsoft Project, Microsoft Excel, Word and PowerPoint; Analytical and Detail-Oriented
  • Basic knowledge of PowerPlan, DOJM, EMPRV, TRIS, and PeopleSoft systems preferred.
  • Nine years of relevant experience (e.g., project controls, project management, or specific business segments projects, operations, maintenance, planning) may be considered in lieu of Bachelor's degree.

Job Description:

Duties and Responsibilities:

  • Prepare and develop resource-loaded critical path P6 project schedules;
  • Develop and generate schedule and resource reports, including summary level reports;
  • Proactively work with the project team to update and maintain the P6 project schedules on a weekly (minimum) or as needed basis;
  • Lead schedule review sessions with Client and vendors;
  • Proactively review and verify all project related scheduling information and logic with Client and vendor Project Teams;
  • Provide scheduling support as needed to project teams;
  • Ensure project Baselines are managed in accordance with Client Digital and CPOC requirements;
  • Provide scheduling assistance and education to project team members as necessary;
  • Review, monitor, and advise on the accuracy of assigned schedules;
  • Proactively keep Client and vendor project management teams apprised on schedule performance concerns in order to allow teams to prevent significant schedule impacts as much as reasonably possible;
  • Monitor project float and critical path and communicate any slippages or potential risk areas to Client and vendor project management teams;
  • Establish look-ahead layouts to help focus Client and vendor project management teams on near-term critical activities;
  • Perform routine (weekly minimum) schedule health reviews (using Client schedule health tools) to assure that all logic connections are correct and that the use of constraints is minimized and only used when appropriate;
  • Remedy schedule health issues in a timely manner;
  • Proactively work with vendor scheduling and project management contacts to assure vendor schedules are appropriately linked to Client project schedules and are being maintained to meet good critical path scheduling requirements;
  • Establish and maintain effective relationships with all department, employees, clients, architects, subcontractors and vendors;
  • Participate in the lessons learned and other project management processes as requested.

Knowledge and Skills Required:

  • High level of proficiency scheduling projects and programs using Primavera P6 required;
  • Experience using P6 Analytics preferred;
  • Experience with monitoring, controlling, and managing project schedules required;
  • Skills in reviewing schedule health and performance including identifying, analyzing, and solving schedule related issues before they occur;
  • Experience coordinating with outside vendor schedules;

Qualifications (education, experience special skills):

  • Associate Degree;
  • 3 to 5 years of experience 
  • Minimum of 4 years of Primavera P6 Scheduling experience;

Preferred skills/experience:

  • P6 Analytics;
  • IT Infrastructure and Construction project experience.

Job Description:

  • Develop and maintain detailed, network-driven, resource-loaded schedules using Oracle Primavera.
  • This includes development of a high-level milestone schedule during the planning stage of lifecycle and, then upon execution of project, a more detailed project schedule including elements of planning, design, permitting, procurement, construction and closeout.
  • Analyze change requests and implement into the baseline plan if approved.
  • Conduct routine schedule status updates.
  • Conduct routine cost/schedule analysis and reporting to ensure successful completion of project.
  • This may consist of baseline variance analysis, earned value analysis, float analysis, critical path impact, milestone reviews, trend analysis, invoice summary, look ahead indication, delinquency reports and narrative summaries.
  • Conduct construction site visits to verify status, as needed, for major projects.
  • Assist with developing project budgets and updating forecasts/cash flows on a monthly basis.
  • Verify/Approve Contractor invoices.
  • Ensure completion of purchase orders, receipts, contracts, service agreements and/or other business requirements relating to cost and schedule control.
  • Attend and participate in project status review meetings. 

Qualifications:

  • Bachelor’s degree in Engineering or Business-related discipline (Business, Construction Management, Finance, Accounting, etc.) from an accredited University required. MBA or advanced certification in Project Management, such as PMP or PMI-SP, is preferred.

Also looking for candidate with following:

  • 5+ years’ experience as Project Scheduler on utility projects
  • Intermediate knowledge of Transmission & Substation scheduling
  • Primavera P6 experience

  • The ideal candidate will have underground engineering experience with the following tasks:
    •  Analyze distribution system performance and provide engineering solutions and improvements related to the electric distribution system
    • Perform long-range planning activities for the distribution system
    • Serve as the focal point for the customer including the proper application of rates, rules/regulations and policies, and project coordination from design to construction
  • These activities involve analyzing customer requirements and specifying needed company facilities, working closely with customers, their consultants/contractors, public entities and personnel to assure tasks are completed in an efficient, timely manner
  • Provide technical support to estimating, construction, operating, and other departments, and coordinate projects with company personnel, government agencies, and other organizations
  • Contribute to the development and implementation of division and function goals
  • Identify and implement improvements in district operations to control costs and improve productivity
  • Participate in special projects or task teams as required
