Raise Workforce has partnered with Dominion Energy/Enbridge to support them in their hiring for full-time, permanent positions. They are seeking to hire a Operator Qualification Program Compliance Specialist to be accountable for performing key elements and job functions required by the Dominion Operator Qualification (OQ) Plan to ensure compliance of contractor and employee personnel with Company, State, and Federal regulations across the enterprise. 

This role is responsible for

What You Will Do (Responsibilities):

  • Developing and updating OQ evaluation materials, program documents, educating internal and external groups about OQ program policies and procedures and monitoring and enforcing execution of the OQ program.
  • Communicate with various levels of field-facing employees, supervision, management, and regulatory inspectors regarding the OQ program.
  • Responsible for regulatory support in data requests and audits.
  • Perform work related to the evaluation and consolidation of Company OQ plans following merger and acquisition events.
  • Modify and expand the OQ program based on internal reviews and external regulatory updates.
  • Responsible for the creation and maintenance of monthly OQ metrics. 
  • Identify Company best practices that align with those of the industry Subject matter expert and serve as an OQ liaison to Construction, Field Operations and Contractor groups. Maintain records and document communications properly when verifying technical aspect of OQ submissions that might result in employee disqualification.
  • Forward thinking approach to data analysis to identify trends and suggest program enhancement.
  • Develop and revise OQ evaluation protocols to test knowledge, skills and abilities of employees and contractors.
  • Develop criteria for auditing employee and contractor performance of OQ Covered Tasks. Use results to drive improvements in processes, training methods/materials, and evaluation criteria.

  • Preferred: Bachelor’s degree and 5+ years of directly related experience; and
    • Experience with Operator Qualifications, or
    • Experience with regulatory compliance.
  • Bachelor’s degree and 3+ years directly related experience; or
  • Associate degree and 5+ years directly related experience; or
  • High school diploma and 7+ years directly related experience.

Directly Related Experience includes: Experience with natural gas distribution, pipeline construction, operations, and maintenance processes. Experience with Operator Qualifications programs, processes or assessments.

  • Skills: Analytic skills, combined with the ability to problem solve issues and find resolutions independently and with little or no direction. Excellent verbal, written, and interpersonal skills.
  • Abilities: Ability to communicate in writing and orally with varied internal and external audiences, while presenting information in a clear and concise manner. Prioritizing, organizing and executing project work independently. Ability to work effectively with a team and collaborate to develop solutions.
